Royal Columbian Hospital Redevelopment

The Royal Columbian Hospital is the oldest hospital in the province of B.C. and one of the busiest in the Fraser Health Authority. Royal Columbian provides expert care to the province's most seriously ill or injured. It is the only hospital in B.C. that caters to trauma, cardiac care, neurosurgery, high-risk, obstetrics, neonatal intensive care, and acute mental health care all on one site.

HH Angus and Associates is serving as the Planning, Implementation and Closeout Consultant for the Fraser Health Authority’s large, multi-phase redevelopment for Royal Columbian Hospital (RCH) in New Westminster, BC. 

RCH is British Columbia’s oldest hospital, and one of only two adult trauma centres in the Lower Mainland. The plan, rolling out in three proposed phases over a decade, will see a major expansion of the acute care campus, with upgrades to critical infrastructure.

Phase 1 included a number of projects to help prepare the hospital’s infrastructure for future expansion. These were a new energy centre; a five-storey, 75-bed mental health and substance abuse facility; underground parking for 450 cars; and a regional data centre which will serve all Fraser Health sites, including 12 hospitals and a large group of community healthcare centres serving a population of 1.6 million.

Phase 1 design challenges included the site itself, which is a steeply sloped, truncated triangle constrained on four sides by roadways. Working closely with CannonDesign, we developed an Indicative Design to ensure the site would work for a mental health building while accommodating the energy centre.

Other challenges included complex scheduling issues to maintain reliable services to the site as the new Energy Centre replaced the old one, and the design of a new, large heating, cooling and electrical plant to serve the current and future RCH campus. HH Angus engineers drew on their deep experience in delivering large healthcare projects to project the future heating, cooling and electrical demands on the Energy Centre that would support the long-term needs of RCH for buildings not yet designed.

Phase 2’s new Acute Care Tower will house a number of services, including emergency, surgery, intensive care and inpatient rooms. Expansion and renovations to the existing buildings will follow in Phase 3.  New buildings will be designed to LEED Gold green building standards, and incorporate BC wood, as part of Fraser Health's and the Province's commitment to sustainability.

Forensic Services and Coroner’s Complex

The Forensic Services Complex is an exceptional facility to deal with the demand for forensic investigations in support of criminal prosecutions and community safety through two critical forensic investigation agencies: the Centre of Forensic Sciences (CFS) and the Office of the Chief Coroner (OCC).

HH Angus provided mechanical, electrical and communication compliance engineering to the project. Our exemplar design developed highly energy efficient mechanical and electrical systems that established a benchmark for low operating costs for the facility.

CFS provides forensic examinations for cases involving injury or death in unusual circumstances and in crimes against persons or property, and investigates more than 8,000 cases per year. Specialities include biology, chemistry, electronics, toxicology, document and photographic analysis, firearms and tool marks. The OCC conducts approximately 20,000 death investigations every year.

Michael Garron Hospital

Patient Care Centre ICAT Strategy and Implementation

HH Angus is on the Compliance team for the new eight-storey Patient Care Centre project at Michael Garron Hospital (MGH), a large community hospital in Toronto’s East York area. The project includes a three-storey connection, as well as demolition and renovations to the existing hospital.

The Redevelopment will add approximately 550,000 ft2, including a new 8-storey tower to house inpatient and mental health beds, ambulatory clinics and a new underground parkade to support the site. It also includes approximately 100,000 ft2 of renovation within the existing facility, including a Cardiac Catheterization Suite and administrative areas. The project is targeting LEED® Silver.

Our Angus Connect Division assisted in developing a long-term IT strategic vision for the Hospital, including directions, gap analysis, strategic recommendations and Information Technology (IT) solution options to support the hospital moving forward. The strategic plan needed to carefully balance resources with urgency, and to align the vision with the
redevelopment project.

Feedback and findings from stakeholder consultations were key inputs into the strategic recommendations. Angus Connect facilitated a Visioning Session with senior leadership to define a future state vision and evaluation criteria, and consulted with over 100 additional stakeholders over a two-month period in order to refine the Vision Statement, Guiding Principles and Key Strategic Themes; the output from these sessions was presented back to the clinical steering committee for validation. Angus Connect identified fifteen key recommendations based on the common challenges and opportunities raised during stakeholder consultations, leading to forty distinct ICAT solutions which were mapped out over the 5, 10, and 15 year timeframes according to their dependencies, impact and alignment with the vision.

With buildings dating back to 1927, one of the key challenges was integrating technology solutions across a campus with incredibly diverse infrastructure and systems. Our team provided an outline of enabling works projects required to support the transition to more modern systems, while considering the clinical and operational impact – this analysis led to a more holistic approach to planning, more accurate costing and better
risk mitigation.

Since that work, Angus Connect was engaged in the Compliance role for the Hospital for Stages 3, 4 and 5, assisted with implementing the ICAT strategy, and also prepared the PSOS (project specific output specifications) for ICAT systems and integration requirements for the integration matrix and interoperability use case definition.

The Hospital aims to achieve EMRAM level 7, the highest level in becoming a paperless and digital facility. It also looks to identify automation opportunities to become a smarter hospital.

Michael Garron Hospital

Patient Care Centre

Michael Garron Hospital’s new 8-storey Patient Care Centre will include inpatient and mental health beds, ambulatory clinics and an underground parkade. The project also encompasses ~100,000 ft2 of renovations within the existing hospital.

Much of the existing infrastructure at Michael Garron Hospital (MGH) has reached the end of its lifecycle, with some buildings dating to the 1920s. HH Angus was engaged as part of the Planning Design and Compliance Team (PDC) for the new Patient Care Centre, responsible for generating performance-based documents to facilitate design of the new facility.

The project specific output specifications development process included options for expanding central plant systems (heating and cooling), augmenting and unifying the campus emergency power system, replacing aged electrical substations, phasing, design standards, and technical guidelines. Incorporating operations, life cycle and maintainability requirements were of the utmost importance for this project, as responsibility for the ongoing facilities operation and maintenance will rest with MGH.

Enabling projects

To prepare the site for construction, several physical elements were relocated and/or demolished. HH Angus worked with MGH to provide mechanical and electrical engineering for the “Enabling Projects”.

These included relocation of bulk oxygen and bulk nitrous oxide, relocation of bulk chemical storage, demolition of E-Wing and F-podium, and decommissioning a major service tunnel. This work involved complex sequential construction phasing and shutdowns to maintain operation of the Hospital.

HH Angus’ ICAT group, Angus Connect, assisted MGH with development of a long-term strategic vision, directions, gap analysis, strategic recommendations and IT solution options for information technology (IT) to support the hospital moving forward. The team built upon this strategy document to develop the design specifications as part of the compliance role.

The new Patient Care Centre is Phase 1 of an ongoing redevelopment, and is targeting LEED Silver.

Adult Infrastructure Renewal Program

The Adult Infrastructure Renewal Program consolidated facilities in the provincially-run prison system in order to substantially reduce operating costs. 

The emphasis was on efficient construction, high security and very low staff requirements. HH Angus worked closely with the client to create an economical design based on double bunking, which accommodated a total of 4,700 beds (three 1,500 - 1,700-bed facilities) in the Ontario communities of Lindsay, Penetanguishene and Milton.

Each facility consists of modular housing units encircling central control posts, and has a large Admitting and Discharge area, medical unit, segregation and a women’s unit. All the facilities house both detainees awaiting trial and inmates with sentences under two years.

HH Angus was involved in the mechanical and electrical design engineering of these state-of-the-art facilities, which include ultra-modern features and advanced technologies for enhancing public safety.

Some of the new design and technical features include:

  • Video Remand - videoconferencing for routine bail and remand hearings. The program effectively reduces security risks, as well as costs associated with transporting prisoners.
  • Sallyport Double-Locking Door System - The first of two doors opens into a secure area of the facility. Staff open the second door in the sallyport system once they determine it is safe to allow movement through the halls. By monitoring all activity through a window, staff control the opening and closing of the doors, severely restricting inmate movement.
  • Control Station - A control station is located in the centre of each pod. The station has direct sight lines along halls and into all populated areas. The pods are self-contained units where inmates spend their days. This reduces the need for inmate movement throughout the facility.
  • Video Surveillance - Cameras provide the control station with comprehensive sight lines within any area of the pod.
  • X-Ray Scanning Imagery and Metal Detectors – These restrict the flow of contraband into the prison system. All visitors must pass through a metal detector, where items being carried into the facility are examined by x-ray.
